Did anyones War tier drop?

So all off season we were in tier 5.
Today we are in tier 6.

I thought tiers were supposed to be locked in during off season, so not sure why it dropped us.

Is this normal?

Yeah we dropped from tier 4 to tier 7. How about some clarification from a mod.
