Kingpin synergy not purifying debuffs at 100% capacity

Kingpin + Joe Dixit/ Hood synergy is not giving 100% debuff purification.
What the hell is going on in the game ?
I noticed this in AQ in map 6 on the poison path vs man thing .
And now in EOP he cannot shrug off th Bleeds from crossbones

When you open kingpin abilities you will see a 0.6s cooldown for rage conversion
So slow down your combo you will see everything purified
