War white/blacklist question

For which champs get blacklisted, will it be based on the map, for example the expert map 2 blacklists will be using data only from tier 1/2, and challenger will be completely separate, assume this will be the case but would like to verify

In the update post near the bottom of the post they added some answers to FAQ and in it they say that the lists will be tied to maps not tiers, so yes. Should be one list for expert, challenger, hard etc.
