AI still not throwing specials

Today i faced a Man-Thing in AW baiting didnt work at all, i hit his block, let my Red Hulk walk towards him, had to dodge a lot of heavy attacks on corner and still hit him when i could, and he only threw Sp3 2 times no other special.
