Where did my money/shards go?

I bought the 4-star daily card offer. the money got deducted from the bank and I recieved no notification from google play neither did i recieve my shards. its INR2300, user id - axalon95. The money has been deducted , but google play account shows the payment got cancelled. At least tell me whose fault it is so i can take proper measures to ask for a refund. is it google's, kabam's or the bank's fault.0kcm5w0biuo1.png
