Should I rank up 6* Overseer unduped

I like the champ, though his awakened ability does seem pretty useful. Is he viable unduped too?(considering the first AG I'll have access to is the one from 7.4 completion)

If you really like any champion, that's enough to justify putting in resources - this is a game, after all!

Being Awakened speeds his ramp-up to Cosmic mode; and also allows you to inflict damage by punishing Heavy/Special attacks. On the other hand, it doesn't fundamentally change how he works as a champion.

For ordinary play, a fair chunk of his damage is tied up with his Sig (Retaliation), and he benefits from a high Signature ability.

As five star Sig Stones are fairly accessible now, I've taken a five-star Overseer to Sig 200, and he's a pretty fun investment for an accessible resource. At the end of short fights, played to bait and punish Heavy/Specials, I'm usually seeing Retaliation accounting for 20-25% of his damage. In longer fights, where you might be using Cosmic mode more, Retaliation is accounting for about 15-20% of his damage.

Given the relative scarcity of 6* Sig Stones, I think there are 'better' investments for them. But again: this is a game, and you can spend your resources where you want.

If he was naturally Awakened, then yes. If it was a matter of using a 6* Awakening Gem + Sig Stones, then you'd have to really love him to justify it. Maybe consider a cheaper 5* alternative, like I did?
