Are Storm’s lightning hits classified as contact and not some form of projectile? I was practicing my Tigra skills vs different champions. Brought her up against storm in RoL and was unable to miss either of her specials (I was pressing heavy and crouched prior to the activation of either special).

For her special 1, storm’s third and final hit is the only projectile, and for her special 2, the second and third out of three hits are classified as projectile. So you need to dex the first two hits of her special one before heavy charging, and you only need to dex the first hit of her special two before heavy charging. You can check auntm.ai to see a breakdown of which hits are projectiles vs contact for each champ. Hope this helps.
