Right, but Ant Man is built to be a tank (in 2015, but you get the point). Storm X is built to be a glass cannon with glancing as a failsafe and defensive tool.

Yeah, it’s not like glancing is only for champions with low health. It’s that Storm has quite low health, so she has glancing as a safety mechanic to help her survive.

Ant man and Cap IW have glancing to be tanky as hell.

It’s like how bleed can be used differently by different champs. Nick fury has a very different bleed use to Claire Voyant. Storm X has a different glancing use than Ant Man. (This isn’t a one to one comparison, just to illustrate the point)
