Galan not benefitting from base attack increase?

I noticed in both this video and in my own testing, that Galan does not increase his planetary harvest damage even with the damage masteries. Is this supposed to be intended, and if so what is the exact definition of "base attack?" Does base attack imply attack before masteries, synergies, and boosts... or does it imply attack before the fight starts? Wish this could be clarified. I know this might affect champions like Silver Surfer, Terrax, etc

Omega's spore damage is like that also, no benefit from boosts or suicides to make it not totally absurd

Is that so? I actually had no idea that base attack worked like that. No wonder surfer feels underwhelming even with suicides. But what confuses me is that attack increase nodes increase the damage?

Base attack means no amount of damage modification will increase it
It will remain the same even if Galan has Furies or suicide masteries
Probably even boosts won't change it
