Slow debuff on ultron's evade

Why doesn't the slow debuff prevent ultron from evading?
It looks like a passive buff, but when i applied shang-chi's slow to Titania's passive unstoppable debuff it did not even show up when she entered her phase of gaining one indestructible, unstoppable, unblockable passive buff, meaning it got canceled. Why doesn't it work for ultron's evasion?
Iirc from playing against classic spiderman he did not evade at all when the slow was on, so why does ultron?

Ultron is currently bugged. He’s supposed to be immune to slow but is not. So you shouldn’t be able to apply it to him. So it is a bug, but not for the reason you’re stating.

He's not immune to the slow debuff he's just immune to the effect
He'll still be able to evade even when the debuff is on

How many times are people going to say this incorrect statement. He’s immune to all slow EFFECTS meaning passives and debuffs. You shouldn’t be able to place slow on him at all. What you said is incorrect.

Ultrons functions have 100% ability accuracy and are unaffected by ability accuracy reductions

It also has a timer.. no other evader does... U can actually avoid it...
