They removed revives from item use a season or two after introducing the 1 loyalty revives. Probably the season this was posted during…5 months ago…
Removing revives from item use fits the same logic as only having them cost 1 loyalty. Once you've died, you've already "paid" the cost in lost points, you shouldn't then get roadblocked by not being able to revive. If you want to avoid dying, then you have to pay the hefty loyalty cost of potions and boosts.

On a separate note, I wish officers could get a more detailed breakdown of who did what in the war.
