Help on who to rank up

Hello, I have a 6 star Hood and a 6 star Nebula, both unawakened, which one should I take to rank 2? Are they even worth a rank 2 unawakened?

    I really, really like Hood. I have him at r2 at the moment (unawakened) and plan on r3'ing him when the opportunity arises.

    I'm not quite as big a fan of Nebula (I have her at r2 unawakened too), but she has put in some solid work for me and might be a future r3 candidate.

    I guess it depends entirely on your progression level, your roster and what game modes you play the most.

    That being said: Judging from the tier lists floating around, The Hood ranks higher than Nebula, with some even placing him in the highest category of all...

    Both don't really need the awakened ability, so both seem to be good options unduped...

    I love nebula, great immunities and amazing damage. Especially in high tier war, she’s great for tons of tricky nodes and shutting off robots just as well as mags and medusa
