To prevent the most obvious sandbagging set the minimum champs to set in the selection to 4 star. Or set the search for opponents to find opponents using at least one champ as the same rank as their lowest champ.

    That still wouldn't fix the issue, they could still sandbag by throwing rank 1 4* in their decks. The only solution that could work is making it so matchmaking doesn't take your entire deck into account when searching for an opponent, just the top 15 in your deck. Anything else would either create a new issue or not fix anything at all, this one is the only one that would prevent sandbagging completely no matter what.
