Relics - Please explain Abilities, Attributes, and Runes

Lucky enough to get 4 star OGBP twice and 3 star OGBP twice. The 4 star has 2 Abilities and no Attributes that I can see and the 3 star has 3 Attributes and no Abilities. Both Abilities and Attributes also use Runes.

Also, how do you swap between Points and Percentages in their info?

Side Note - Kabam, you really did Relics a disservice by hyping them at their peak and not as they would be at release. These initial numbers are pitiful.
