RNG Bugged?

After finishing 8.1 100% I pulled a skill 3 to 4 rank up gem. I have no good skill champs to use it on but I’ve since opened about 40 6* crystals but only pulled one skill champ (Kraven) out of the 40. How is it mathematically possible to get one skill champ in 40 crystals?

Kraven is great imo. One of my favorite skills.

If you try him out, and you like him, I say rank him up.

This is peculiar however. I opened 8 six star crystals and got Peni Parker out of three of them. Just RNG luck I guess.
