Is consideration being given to the effects of cheating in battlegrounds?

Sure cheaters might get banned eventually and in an ideal scenario, they get removed when overall rankings are calculated.
Yet is any thought being given to the time (each bg round is approx 10 min) spent to get a guaranteed loss?
Further, is it just that victory shields, shuffle signets (and the units/money/trophy tokens) are being wasted when fighting these cheaters? Yes it is true that these items might still be wasted when fighting a genuine opponent. Yet, it is the loss of chance that matters (Allied Maples Group v Simmons) because no one knows for sure what is the outcome if one's opponent is not a cheater.
For example, my victory shield is lost if I face a cheater. I might still lose another matchup in place of this, but my chance of winning, as against a cheater, will not be 0%. Maybe it is 10%, or it could be 90%, but there is still a substantial loss of chance, and in such situations my victory shield will be effectively wasted. Even if the cheater gets docked or everything he gained removed, the fact is that im being disadvantaged (see para above). Is the status quo outcome desirable?

1. Every match should be numbered
2. Give everyone a challenge per season.
3. You catch a cheater, you get your challenge back.
4. Non-cheater and you got beat fair and square, you lose your challenge
5. If cheating close the account for at least 30 days and disable BGs on that account permanently
6. If cheater in the alliance, then the alliance gets an immediate warning. (I think this is possible to notify leader)
7. 2nd offense in the alliance, then the whole alliance loses the alliance level rewards
