Battlegrounds

I'm conqueror progression and I can't get to the battleground store, and the only way I can get to battlegrounds is to go to the battlegrounds request tab under contacts and push the battlegrounds button, there's nothing under fight to get me there, does anyone know if I have to be a higher progression or if it's just a glitch? I would appreciate any help.
