Why do bans happen in waves?

So we see it in AW and now BG that we get ban waves. At the end of a season or I think now AW it’s twice a week and an end of season cleanse.
But why does this happen in waves. AW rewards are given within 24 hours of the season ending. So any investigation and decision that an Alliance should receive a punishment must happen way before the season is over. Why are the cheating Alliance only punished when the season is over? They should be punished as soon as the game team has concluded they have cheated. They shouldn’t left to cheat and the next Alliance they play. This just leaves legitimate Alliances end up having to unknowingly play cheaters and if they lose they don’t get they points back or any resources used in the War.
The same with BG, bans shouldn’t happen in waves. They should happen as soon as the game team has established someone has modded/cheated. They shouldn’t be left to continue to cheat with non cheaters punished. We don’t get the points back we fight modded accounts. We don’t get our elders marks backs. Bans should not happen in waves. They should be immediate. If the argument is Kabam wants to watch there accounts and see how they are cheating. I don’t think any of your players care how they are cheating. We don’t want to be penalised having to continue to play against cheaters and subsequent impact of losing.
I hope for next seasons we move away from waves of bans. The bans should happen as soon as guilt is established, for both AW and BG. Cheaters should not be knowingly left play the game and continue to play cheat. It’s not fair on honest players.
