Bounty Missions Make No Sense

I 100% complete Heroic and got the 450k valor and did not discover a bounty mission. Then I get a milestone in Vanquishing blow and got 2k valor then I trigger a bounty mission. I know how it works to trigger a bounty mission which is based on how much valor you get can trigger it but how does 2k valor get me one but not 450k valor? And this is my first time discovering a bounty mission.

I have only started one claiming an arena milestone... I have 100% all quests and that didn't trigger any.

It's still bugged. no valor missions triggered after the announcement of the fix.
