Captain Britain debuffs

I really enjoy using Captain Britain but I'm curious, why don't her debuffs refresh since they don't stack? If I do two 5 hit combos and get the two debuffs off the first combo is there a reason the second combo doesn't refresh them the way basically all similar mechanic champs do? Obviously would be great if they just stacked instead but since they don't and I doubt there's any intent to change that shouldn't they at least refresh?
