Ranking up runes or something

It's very difficult to find the relic that I want to rank their rune with the embers?? Does that make any sense?

What exactly are you trying to say here? that it's hard to get enough Embers (Relic ISO) to level up the Runes on your Relics. If you have the Sigil you get a lot of Ember. Other than that your best best is reaching Milestone 4 on the 22 Hour Events. Milestone 2 on the 7 Hour Events provides some small amounts of Ember as well. Duping Relics is definitely a hard way to get enough Ember but with time that method will become easier.

The way that relics are displayed when they are ready to level up and dump embers isn't the same way that champs are displayed when they are ready to level up and dump ISO.

Too much ember, not enough relics.

I would lean to not enough T1B Alloy as the biggest issue at the moment. I get all that I can from Glory and BG store yet I still have all my 3 Star Relics at Rank 1 and a few of my 4 Star ones there as well. Haven't had Ember expire yet but I can see that becoming an issue soon as it's becoming more likely that I get dupes instead of new Relics when I open now.
