Its been a week since ive joined a new ally and haven’t triggered one valor quest, can someone up top take a look at this?? Can anyone confirm they have triggered after joining new alliance??

There is no guarantee that you will trigger one, you just have a chance too if you collect Valor, the more valor you get in one hit the higher the chance.
