Mr. F evades while Locked On?

Sorry if this is a dumb question, but why does the SQ Mr.F (Threat Lv.4) evade Falcon while he is Locked On? It has happened to me today and I am pretty confused, because I have fought him multiple times already and he hasn't evaded once in ghe other cases. Was I just lucky and is the node combo somehow allowing him to evade as he usually does? I had maybe 3-4 debuffs, which should make his evade chance roughly 25%, which seemed to be in effect (as he avoided roughly every 4th hit).

He has increased ability accuracy for evade when he’s awakened. If you have debuffs the chance to evade goes above 100% therefore mrF evades
