Why can't I finish this event?

The photos show that I'll get all the seemingly available gifting tickets, and I've sent out all the ones that I have. But I won't be able to finish this event? Is this by design?

Are there 4 only available to TB and up?

Maybe you need the TB objectives on TL5 to get the last 200 points. Bit odd as I thought the milestones are also adjusted to progression.
