Iceman Buff - suggestions from a Non-CCP player

The reception to the beta has not been great.
I'm sure the CCP members have given their valuable inputs to the team.
Here I am proposing a few modifications that IMO might increase his value & make him more suitable as per today's standards.
1. PASSIVE STUNS. He is the Iceman. He freezes people in place & it should take a little while for them to unfreeze. Give him passive stuns at base instead of stun debuffs or at least let him have a Storm/Bishop like ability. Make it passive if the stun is purified or cleansed. Design it in a way that his stun durations can't be reduced.
If not passive stuns, then a similar but interesting ability can be PASSIVE ROOT. When he parries & the opponent purifies it or reduces the duration (otherwise than by limber mastery), then the opponent gets passively rooted for 3-6 seconds (depending on sig level) & all hits during such root are guaranteed crits.
This root can also be used defensively. When Iceman is on defense, the opponents get passively rooted for 2-3 seconds whenever any coldsnap/frostbite effect expires on them. This will make players want to use immune champs against him instead of just relying on energy resistance.
2. Include Scorpion synergy in his sig ability but with reduced potency. This synergy is pretty significant for his damage output. Make it a sig ability instead of relying on a synergy, but reduce the potency from +1200 crit rate to something like +900 crit rate at sig 200.
3. If don't want to include the Scorpion synergy in his base kit, then an option could be increasing his damage for some particular fights where his immunities get involved by giving him something similar to Falcon's lockon against evade. Everytime Iceman triggers any of his immunities, he gets an INDEFINITE PASSIVE PRECISION increasing his crit rating. This change will make sure he is decent for all fights, but great for some fights.
I know the devs don't go through forums to take ideas for champion abilities, but I thought these might be some interesting ones that might make him feel like a 2022-23 champ instead of a 2018-19 champ.
