I'll give you my thoughts on them individually since I have them all at either r4 or on my shortlist to rank up from r3 to 4.
Absorbing Man: He's my newest r4 and I used the rank-up resources I got after I explored 8.2 so I haven't had time to properly test him out, but he's a beast. The reason I ranked him up is because he's a bruiser. He's up there fighting in the other guy's face. You're not standing back, controlling the fight. You're not power draining, not nullifying buffs, not dealing any damage from afar. You're there in the thick of it. With those types of champions, I prefer to have them at the highest rank possible.
Galan: It was between him and Hulkling, and in the end I think I did the right choice in ranking up Galan. The thing with him is, he does a tremendous amount of damage when his Harvest ends. However, if that doesn't kill the opponent, you have to do it all again. As such, I wanted him to do more damage so that I wouldn't have to do it again (in BG or AW).
Scorpion: One of the best champions in the game, but one I didn't really appreciate until I r4'd him. I just found him slightly underwhelming at r3. But one rank higher? Yeah, baby, now I did him. I did him hard.
Human Torch & Hulkling: Both of them are in my consideration when it comes to future r4s. They are just so strong where they are right now that it hasn't felt absolutely necessary to rank them up yet.
Nimrod: Probably my favorite Tech champion in the game. I will say, though, that I think his sig ability does more for him than an extra rank does. But I have him at r4 and sig 200, and he's a beast.
I would probably (with the slightest of margins) go with Nimrod since he just destroys an entire class all by himself while simultaneously doing better in non-ideal matches than Human Torch does. The rest of the options are great but don't cover quite as much ground as Nimrod does, in my opinion.
