Ghost or Scorpion, Domino and to a lesser extent Kitty are massively enhanced by synergies. While the others to gain from their synergies they’re nothing like as transformative as those three.

Really that puts it between Ghost and Scorpion. Ghost’s synergy team makes her ridiculous, while Scorpion’s both makes him even better but when built correctly can enhance the rest of your team too.
