Think they are asking if the TAUNT itself (by definition) will act like it does for say StarkEnhanced Spidey. Causing opponent to throw Specials more often instead of waiting for higher Specials.

As opposed to being a loose definition and ONLY causing that very low % of Attack Rating reduction in this case ?
