Does special attack 3 count as an special attack?

I've notice that landing a L3 agains Thor Ragnarok while he is under boon of the gods does NOT stop the boon.

Also, Ultron doesn't cauterize bleeds with L3.

Are special attacks 3 special attacks??
Is Ultron's cauterize bugged??
