I believe, the shuri buff is really awesome and got used to have it. Aside she's not much faster finisher and i expected the post buff, will be like her to make little faster finisher or high crit damager..
But this buff is really good in many aspects.
1.) She can block unblockable attacks - Duped required.
a.) damn this saves me a lot in many recent wars. fabulous and most helpful on fighting many quests.
2.) she can go passive shock and easy 2 (well timed parry) and she can add more shocks.
a.) this melts (not much faster, still) many champs in quests and wars.
3.) SP1 and the critical rates
a.) the crits are useful post SP1 and fastly you can finish the fight in AQ/AW.
4.) SP3
a.) Post if we stack just 20 or more shocks and doing a SP3, gives you 20 MATRIX CHARGES
b.) Damn useful.
c.) Simple trick is --- in AQ or AW ---- make the opponent 20 shocks passive, do SP3, then do a heavy, so the opponent Special will make 0 scratch (since you are untouchable now)
5.) Energy attacks (Non-Physical)
a.) Useful against electro and thorn nodes.
6.) Her ability accuracy cannot be altered / neutralized.

Started loving her, her 5/65 with sig level 40 is pretty decent and enjoyable....
Few places where she miserably failed like , against Bishop and few... Aside that she's really good champ now!!
