Question on banned v inactive accounts

If this gets too "inside baseball" and can't have an official answer i get it, but here goes: why don’t all permabanned accounts get deleted? And why are some allowed to keep their names but others get the name wipe? Some backstory: the guy i inherited the alliance I've been running since 2017 went and (i assume) modded and got permabanned around 2018. This is him;
Fast forward 2021 and i get a friend request from the same guy WITH THE SAME ACCOUNT NAME (not posting that). I'm like how does this even work, then i noticed the old account name is blank and he grabbed it back for a new account. Even weirder, his banned account has his current progression title, since there was no TB in 2018. So far he looks to be legit, but as many of you know, there's a lot of famous permabanned accounts still with their names on them, and even ones i know from the first big purge of 2018, but also some folks i know for a fact didn't mod and just left the game and their names disappeared (the 2 other accounts in the above pic just left). Is there a process to this or just whatever? Just curious, thanks.
