Unowned relics of different tiers don't appear in the relics tabs.

In the champions tabs you can see which champions you have at different tiers (7/6/5/4/3/2/1*s) but that is not the case for relics. If you use the filter to select only one of these tiers you can see which you don't have (these are grayed out) and which ones you do have.

For example, I don't have a 4* storm relic but I can't see the grayed out profile of this relic if I only select 4* relics from the filter because I have a 3* storm relic. Obviously this makes things a little confusing and while it looks like I have all relics in the game the truth is that It's combining all my 3/4/ and 5* relics.

This also doesn't allow you to see the abilities of relics you don't have. So I can't see the abilities of a 4/5/6* storm relic because I have a 3*

I don't get the point on winter soldier relics attributes.

Please can you change the winter soldier relics attributes, only two skill champions out of about 22 inflict coldsnap and incinerate, but most skill champs do more of bleeds and shocks.

You mean my first and second 5 star relic? Rip.

There's about 8 by my count if you include some synergy options, but I agree. It would be nice if there was options to make some relics slightly more usable for more champions. Same problem with the Sentinel relics, not a ton of (good) Tech champs Incinerate so I basically just use it for the striker.

At this point, 8.3 beta suggests that the best "utility" for relics is as strikers if they're going to continue to tie "weapon" nodes to them. In other words, you want at least 5 relics of any rarity in each class and put them on the champs you'll use for the path. It has very little to do with the intrinsic utility of the relic itself.

Honestly, I'm actually ok with this. The idea that there were going to be completely OP champ and relic combos was what worried me about relics in the first place. That would have made having a very specific relic very important (and the chase potentially expensive), right now it's just a case of having the class.
