Not able to access Offers

I am currently at Conquerer in game progression. When I log on to the summoners market with my account...I see Grandmaster version of Unit bundles as a part of July the 4th sale. When I press the buy option on the Grandmaster ones.... nothing happens...it does not redirect me to a payment website.
Does it mean that in order to access these Grandmaster unit bundles, I have to buy the in game bundles 4 times ?
