Rank down tickets for every champion nerfed

I think it's fair to receive a class rank down ticket of the same class of the champion you are nerfing every time you do it.

User brackets to determine if one has to receive a 2, 3, 4 and 5 starts rank down ticket.

    Well yeh ... that's how they will be given next time. Specific RDT's for a specific champ
