Is Wolverine joining the basic 6* pool next week?

If so, would he be accessible in 6* crystals held onto prior to his inclusion? Such as the basics from the double track event.

Would he also be in the paragon crystals (including those held onto from the double track event)?

If he goes in, he would be available in any basic or nexus crystals regardless of when they were obtained. When the base pool is updated it is used by these crystals and the pool is not locked.

I figured that would be the case but just wanted to be sure.

Do we have any idea when the basic will be updated? I've never paid closely but I always figured it was the same time as the featured. Is that not safe to assume?

It’s harder to gauge for older champions released in new rarities like Wolverine. Generally new champs go into the basic 4.5 - 5 months after they’re released. Here’s a good resource

He wont go in asap he be a few weeks after to know keep an eye on the new stuff this week on the homepage to know when hes added for sw it was a week or 2 after featured ending
