Act 4 and 5 reward buff

Why are kabam giving the rewards compensation only to the players who completed it 90> days ago?
The rewards now (especially act 5 but act 4 as well) are mega huge and is definitely useful to players throughout (like the awakening gem is still really useful + sig stones + rank up gem + the shards)
