Scorpion/Iceman Synergy nerfed?

When/why was the synergy changed from 564 for each frostbite to +1184 flat,that in fact lowers his damage output significant,cuz u can‘t stack the passive crueltys anymore

In game it says 1124 for the synergy, and it says it is a crit rate increase based on opponent having Coldsnap.

There is big difference beetwen for each active frostbite or a flat only one time addition,but anyway i guess it is what it is now
