Adjust Incursion Cooldown

I don't see the point of a champ cooldown period after all rooms in a level are complete.
After I complete room 25 for level 6, remove the cooldown so I play Incursions as much as I like. Keep the cooldown period for any level I have completed the final room for milestone rewards.
