Defense Tactics for Challenger Maps in AW

I'm not sure I understand this snippet from the AW announcement:
"One other thing that we are updating is the amount of Defense Tactics available in the Challenger Tier. For this tier, we are reducing the 3 Defense Tactics, to 1 Defense Tactic to better focus the experience and eliminate redundancies. The number of Attack Tactics, however, will not be reduced."
Does that mean that the new Sugar Pill tactic will be the only defense tactic available for T3-5 wars? Currently, we are able to choose from Planetary Endurance, Prowess Power, and Sugar Pill for the upcoming off-season war.
