AW Defense

How come when you place a defender you can use a lower rarity of that same champion on attack, but not a higher one?

Are you sure that higher rarity one just isn’t already in some other quest content (or even in one of the other AW +/- Tier Map potential defenses) and so that is why they are locked out ?
