Can someone explain this please?

So here I am in another incursions run, just trying out different hack combos, when I run into an interesting fight. Tyranny peni Parker, easy right? Kinda. Why in the world was a peni, a hero, gaining power?

I've come across this a few times. It's actually quite frustrating to deal with. Tyranny or the Hero version, and the defender is the type that is suppose to gain zero power, yet they gain it like they're Energize 200%
