Defensive tactic clarification

This says the challenge tier map will be limited to 1 defensive tactic. Does that mean there will only be 1 defensive tactic available, or that all 3 will be available but every battlegroup has to have the same one?

For Challenger and above, Sugar Pill is the only available defense tactic.

It's been in effect since the second war of the off-season. My alliance is challenger (T4), and we haven't been able to choose any tactic except Sugar Pill for the last 5 wars.
