Update screen issue

in Bugs and Known Issues
Whenever I enter a quest, aw, aq, incursion in a random path the game starts showing update screen but not downloads at all...just kept showing it...I reinstalled the many times and rebooted my device but the problem keeps coming back....... PLEASE HELP
