Reminds me more of the movie version, though the comic version of Johnny Blaze has had many changes throughout the years. The original run didn't have the chain or the penance stare. Also the biography section reflects the movie story line more than the comic story

That looks like Dan Ketch's costume from the comics (the first movie borrowed it). The bike is definitely inspired from the first film, too. Blaze had a different costume and bike in the comics. So I'm gonna say it's from the film before MCOC started labeling champs "classic" "movie", etc.
