Who should I rank 2 as a 7 star?

Hi guys, just wondering what you guys think is the best r2 option amongst my 7 stars.
I'm thinking either overseer Shang chi or chavez

I'd go with Shang chi or chavez

Elsa rips apart everything in BG and war at fast pace, no competition.
Cat, shang, overseer all have bit of build-up.
Elsa you just play normally, light enders, specials, next.
