BG hazard shift - is it possible for attacker to end with 100% health?

This may be a dopey question, but now hazard shift has been introduced I was wondering if it’s possible for an attacker other than bleed/shock immune to end longer fights (80 plus seconds) with 100% health. It would seem not since there’s a 40 percent chance per hit to inflict either bleed or shock. It would seem they have to take some damage?
