Why is off-season war affecting rating?

My alliance begins off-season at tier 3, we lose one as we take it easy in offseason and we lose 33 in war rating, drop from tier 3 to 4. This is a massive penalty that shouldn’t happen. How will this be fixed?

That's the neat part, it won't be fixed. However all other off season wars should be fixed
