FAntman sp2 burst applies even though Tigra mis with heavy

I don't know if this is supposed to happen or not so I'm looking for insight.
I was playing Tigra vs FAntman in BG and I had to heavy an sp2 from FAntman, all hits missed me but I took the burst damage every time, killing me in the process.

Here's the sp2 description:

This disintegration doesn't apply when dexing so why should it when missing?

    I believe it's intentional, I was able to inflict burst damage to shuri while she's untouchable

    But then what's the point of being able to miss attacks when u are still taking damage from them?
