7 star voting pool will be in special crystals?

So far, every champ that was not voted for in the 7* community choice has been released in special crystals (Ultron, Prof X, CapIW, Diablo, still waiting on skill and cosmic). Does this mean all those champs will be in special crystals or we won't see them in the basic/titan pool in 2024? My OS is stuck at R3 and I'm scared to take her to R4 then she pops up in the basic/titan pool in 2024. I'm okay with her popping up in special crystal since the chances of landing her will be low anyways

    They'll eventually make it to the basic. We just don't know when.
