Banquet not working for my brother

Hello! I’ve been looking forward to playing the Banquet event with my brother this year so I made sure he beat act 4 to join. But for some reason he doesn’t have the event this year? I made sure he has met the requirements and updated the app but it won’t appear. Any thoughts?
